Purpose of the post:
Under the guidance of the Programme Manager Patna Office responsible for technical support and facilitation State Government's policy analysis, planning, implementation, monitoring and evaluation of the national Rural Water Supply programme and Total Sanitation Campaign, School and Anganwadi Watsan programme as well as provision of technical assistance to focus districts.
The jobholder is based in the Patna Field Office and works under the daily supervision of the Programme Manager . He/she works at both the States and District levels and also takes sector specific leadership and guidance from the WASH section in Delhi.
Major Duties and Responsibilities:-
1. Facilitating Policy and Building Partnerships
Analyses and recommends WES sector policies, systems of management, risk allocation and coordination systems related to WASH sector programmes relevant for the survival and development of children relvant for the state. Recommends evidence based corrective actions to improve efficiency and effectiveness of WASH sector programmes with special reference to national and state flagship programmes in these sectors to ensure MDG's is achieved with equity.
Convenes and fosters strategic partnerships to impact on overall children's policies, to support WASH programmes and resources in the State.
Interacts with national and international agencies and commissions, on the management of programme/projects. Participates in meetings with Ministries/Departments responsible for programme/project review, and follows up on implementation of recommendations and agreements.
Contributes to the development of collaborative strategies and actions for new approaches and convergence(with special focus on Polio High Risk Blocks and Integrated District) for the prevention of water and sanitation related diseases for replication by the State Governments.
2. Programme Planning and Implementation Action
Under the guidance of the programme manager and with technical assistance from the WASH section, supports the design of state specific WASH programmes. When agreed prepares, implements monitors and evaluates UNICEF assisted WASH projects and interventions. Provides guidance and support to subordinate staff (to manage and implement workplan. Translate technical and social sector developments at national and state level to strategic programming in the integrated districts leading to improved conditions for women and children.
Coordinates with the Operations/Supply staff/programme support on supply and non-supply assistance activities ensuring proper and timely UNICEF and Government accountability. Certifies and reports disbursements and use of funds, as per UNICEF rules and procedures. Prepares programme inputs for donor proposals, status reports required for management Board, donors, budget review, programme analysis, annual reports, etc.
3. Technical Assistance, Capacity Building and Knowledge Management
Provide technical advice and support to government authorities and state institutes to plan and organize capacity building programmes for community water management, water quality surveillance and response planning, sanitation and hygiene promotion in community, schools,Anganwadi centres. Identifies training needs for the purpose of capacity building and sustainability of programme/projects.
Provides technical expertise as required, facilitates learning exchanges as well as policy influencing. Ensure critical gaps in information, knowledge and understanding relating to water supply, water safety, water resource management and sanitation and hygiene promotion are recognized and addressed by stakeholders in the states. Create interstate and inter-sectoral learning alliances, analyse, document and share best practices.
4. Monitoring and Evaluation
Facilitates the review of systems and capacity related to delivery of services to children and the interventions for improvements. Undertakes field visits to monitor programmes(including cash and supply assistance) aiming at increased and more equitable coverage of rural drinking water supply, sanitation and improved hygiene as well as conducting periodic programme reviews with government counterparts and other partners.
Analyzes and evaluates data and/or takes corrective action when necessary, to meet programme/project objectives. Contributes to and enables the concurrent monitoring and reporting on performance indicators of Government flagship programmes and /or UNICEF–NGO managed programmes under the Project Co-operation Agreement. Supports/undertakes research that provides tracking on programmes of social inclusion.
5. Inter-sectoral collaboration
Proactively collaborates within state and/or sectors with programme colleagues for convergence in programming, particularly with health, nutrition, polio, communication for development, education and advocacy and partnership. Pooling resources for more effective programming across the state and building institutional capacity for stronger delivery of national programme. Assists in development of appropriate communication and information strategy to support and/or advocate programme development.
Facilitates the planning and formulation of convergent action and Communication for Development initiatives in state institutions (priorities are Health, Nutrition, WES, & HIV Aids), to enable more effective behaviour change.
6. Emergency Preparedness and Response
Working with or acting as Emergency Focal Point to ensure that CCCs are met following a major disaster through strengthening of stratetic preparedness plans and capacity building.
Qualifications, Experience and competencies required:
1. Advanced university degree in any of the following: Environmental Science, Hydrology or Environmental, Civil or Mechanical Engineering, Public Health or a related field associated with water supply, sanitation and hygiene behaviour change.
2. Five years progressively responsible professional work experience in social development and engineering, project administration, capacity building and training, monitoring and evaluation, multi stakeholder planning and knowledge management.
3. Fluency in English. Knowledge of local working language of the duty station, an asset.
4. Proven ability to conceptualize, innovate, plan and execute ideas, as well as to impart knowledge and teach skills.
5. A strong familiarity as to how public administration systems affect delivery of results for children
6. Understanding of communication for development (social mobilization and behaviour change communication)
7. Knowledge of computer management and applications.
