Award of doctoral fellowships 2010-2011
The Indian Council of Social Science Research, an autonomous organization under the Ministry of Human Resource Development, invites applications for centrally administered doctoral fellowships for the year 2010-2011 in the prescribed format as given below:
A. Centrally Administered Doctoral Fellowships
(1) Open category 40 seats
The broad disciplines recognized for such support are: Economics, Commerce, Education, Management, Business Administration, Psychology, Political Science, International Relations, Public Administration, Sociology, Social Work, Criminology and Social Science aspects of Anthropology, Demography, Geography, Law and Linguistics. The priority areas for consideration are: (Health, Education, Environment and Sustainable Development, Information/Communication Technology, Gender Studies, Centre-State Relations and National Security).
Centrally administered Doctoral Fellowships are awarded by the ICSSR on the basis of selection through an interview to be held at the office of the ICSSR, New Delhi.
Eligibility:
1. Postgraduate in Social Sciences with at least 55% marks
2. The candidate should have cleared National Eligibility Test
(NET for JRF/Lecturership)/ M.Phil/or two research articles published in reputed social sciences journals (reprints to be attached)
3. The applicant must be registered for Ph.D. Those who are
not registered need not apply. (Those scholars who are in the last year of research, need not apply).
Age:
The upper age limit for a doctoral fellow is below 35 years as on 1st July 2010 (relaxable by 5 years in case of SC/ST). For teachers and professional staff of research institute holding regular posts the upper age limit would be 45 years. In exceptional cases, where a candidate is found to have outstanding ability, the age limit may be relaxed marginally at the discretion of ICSSR.
Value:
The selected candidates will be paid a fellowship amount of Rs.6,000/ per month for NET students and Rs.5,000/ for non-NET students for two years extendable by one year in exceptional cases only, plus Rs.12,000/ per annum as contingency grant. A proposal to revise the rates of fellowship is pending with the Government of India.
Fellowships with Salary Protection:
The applicants shall have put in at least two years continues service in the institution before they apply and the institution shall certify that it will maintain their lien on the post during the period of the fellowship and allow them to return to it after the period of fellowship is over.
In case of an employed scholar his/her salary will be protected. In addition, a contingency grant of Rs.12,000/ per annum will also be paid. Duration of a salary-protected fellowship will, in no case, be more than two years.
Only short listed candidates will be called for interview. Applicants not in receipt of call letters need not correspond unnecessarily.

Eligibility:

3. For institutional doctoral fellowships, the candidates who are not yet
registered may also apply but they should have cleared eligibility test of the University for enrolment for Ph.D. course and the Institute will arrange registration for Ph.D. under the supervisor of one of the faculty members recognized by the university as his/her guide or co-guide, within six months from the award of fellowship.
4. One year’s time for registration shall be given to the scholars at the
Institute for Social and Economic Change, Bangalore and the Centre for Development Studies, Thiruvananthapuram in view of pre-Ph.D foundation course being conducted by them. In case of non-clearance of foundation course/non-registration of candidate his/her fellowship may be discontinued.
a. A candidate has to apply in one scheme at a time i.e. either in Centrally Registered Scheme or under the scheme of ICSSR Institutional Doctoral Fellowship at any one of the ICSSR Institutes in that particular year.
b. The employed applicants have to take consent from their employer at the time of submitting their application form for the award of the fellowship.
c. Only those employed candidates who are the employees of an organization who are following UGC or Central /State Government norms, would be eligible to apply for the fellowship.
d. Those candidates who have their research work at the last stage need not to apply under this scheme.

Institutional Doctoral Fellowships
Introduction
The ICSSR awards Doctoral Fellowships to young persons desirous of undertaking research for a doctoral degree at any of the research institutes supported by it. The Council has allotted 76 fellowships annually to 23 of its Research Institutes spread all over India. Candidates who are willing to work under the guidance of a faculty member of any such institute will have to apply directly to the concerned institute. The institutes will make their own selection by following a due procedure. A list of the institutes where these fellowships are allotted is annexed (see Annexure I). Administration and disbursal of fund released by the ICSSR annually, for the doctoral fellows are to be monitored by the concerned institutes, as per the rules for the Institutional Doctoral Fellowships. When and How to Apply
The Council/institute advertises in leading newspapers every year. Eligible candidates have to apply in the format given in the advertisement along with all required documents. The format is also made available at the Council’s website– http://www.icssr.org and the website of the institute. Eligibility
Institutional Doctoral Fellowships are open to scholars preferably below the age of 35 years (relaxable by 5 years in case of SC/ST) as on last date for receipt of completed application in the Council. For teachers and professional staff of research institutes holding regular posts, the upper age limit would be 45 years. Candidates should be willing to work under the guidance of a faculty member of the concerned institute.
Candidates should hold a Master’s degree of a recognized university with a first or second class with 55% marks in social sciences, registered for Ph.D. in social sciences. They should have cleared NET examination of UGC /CSIR preferably. However, in a few exceptional cases, the scholars may be allowed to complete the Ph.D. foundation course conducted by certain institutes. In such cases, the students may be allowed to get registered for Ph.D. within six months of the award of the fellowship.
Selection Procedure
The short listed candidates are interviewed by an Expert Committee in which one member will be an ICSSR nominee. Those who succeed in the interview are awarded a Doctoral Fellowship by the institute, after the minutes of the selection committee is approved by ICSSR.
Value and Duration
The value of the fellowship is:
Rs. 6,000/- p.m for Institutional Doctoral Fellowship in case of unemployed scholars who have cleared UGC NET
Rs. 5,000/- p.m. for institutional doctoral fellowship in case of unemployed scholars who have not cleared UGC NET
Salary protection in case of employed scholars.
The fellowship carries an annual contingency grant of Rs.12,000/- to both unemployed and employed scholars.
The Council also bears leave salary and pension contribution/employer’s share of CPF, in case of employed scholars only.
The duration of the fellowship is two years.
The duration is extendable by one more year in exceptional cases for unemployed scholars only.
Mode of Payment to be followed by each Research Institute
The sanction of Doctoral Fellowship is issued initially for a period of one year, which is effective from the date of joining the fellowship by the scholar at the institutes. Progress of each doctoral student may be reviewed periodically (every six months) and the fellowship may be continued only after ascertaining that the progress of the doctoral work is satisfactory based on the recommendation of the scholar’s supervisor.
Final Report and Accounts
Fellows are expected to submit a copy of their thesis through the institute to the Council on award of Ph.D. by the concerned university. The affiliating institution will have to submit an Audited Statement of Accounts & Utilization Certificate duly certified by the statutory auditors of the university/ institution.
Rules for unemployed Doctoral Students
1. Preference will be given to students who have already done a good deal of work and are likely to complete their thesis within a period of two years. No fellowship can ordinary be given to a student after five years from the date of registration.
2. Doctoral Fellowship will be awarded for a period of two years. Extension beyond two years will be allowed only, in exceptional cases, after a review of the work is done and the progress of research work is found to be satisfactory. In no case, shall the total duration of the fellowship exceed 3 years taking all sources of the funding into account. Salary protection fellowship will be tenable for a maximum duration of two years and will not be extended under any circumstances.
3. While Institutional Fellowships are tenable at the research institutes supported by the ICSSR, fellowships under sponsored research programme are tenable at any University, College or Research Institution approved by the ICSSR.
4. If a person, who has received a doctoral fellowship from another agency, applied to the ICSSR at the end of that fellowship, he/she may be granted a fellowship on merits. But, the duration of such fellowship shall not exceed one year nor shall the total duration of the fellowship received from all sources exceed 4 years.
5. The Doctoral Fellow shall do whole time research work under approved guidance, unless he/she is permitted by the Indian Council of Social Science Research to work independently.
6. The Fellow shall not accept or hold any appointment, paid or otherwise, or receive any emoluments, salary, stipend, etc. from any other source during the tenure of the award. However, a Doctoral Fellow may undertake teaching assignment for not more than 4 hours a week (e.g., assisting in tutorials, evaluation of papers, laboratory or demonstration work, etc. which can help him/her in future as a teacher).
7. The Fellow shall not, without the prior permission of the Council, join any other course of study or appear at any other examination conducted by any university or public body.
8. If a Fellow wishes to leave the fellowship before the end of the tenure, he/she shall obtain prior approval of the ICSSR. Application to that effect shall be submitted through the supervisor one month in advance indicating specific reasons for discontinuance of the fellowship.
9. No change in the topic of research shall be made without the prior approval of the ICSSR.
10. The Fellow shall present a six monthly report on his/her work in the prescribed form. This shall be submitted through the supervisor.
11. Every Doctoral Fellow shall submit a copy of his/her approved thesis to the ICSSR. The doctoral fellow who leaves in the middle of the fellowship will submit a report for the period for which the scholar has availed of the fellowship.
12. If at any time, it appears to the ICSSR that the progress or the conduct of the Fellow has not been satisfactory, or any Fellow is involved with union activities. His/her fellowship may be suspended or terminated.
13.Leave for a maximum period of 30 days in a year in addition to general holidays observed by the affiliating institution maybe taken by a Fellow with the approval of the supervisor. This leave, if not utilized within a year, cannot be carried over to the subsequent year. The general holidays, however, do not include the vacation period, e.g. summer, winter and pooja vacations. Any leave in excess of the annual limit of 30 days, taken for whatever reasons, will be without the fellowship. Alternatively, the period of fellowship may be extended by a period equal to the duration of such leave depending on the merits of each case.
14. The renewal of the fellowship for the subsequent year will be subject to the work of the fellow being found satisfactory. The renewal has to be sought before the expiry of the sanctioned period of fellowship. Retrospective extension will not be sanctioned.
15. The Institution/University to which the grant is sanctioned and released shall submit to the ICSSR an audited statement of accounts and utilization certificate duly signed by the statutory auditors annually.
Rules for Employed Doctoral Students
1. Teachers working in affiliated colleges and members of the professional staff in research institutes and other organizations who qualify the eligibility conditions may be given the benefit of salary protection during the period of their doctoral fellowship. They shall continue to draw their pay and allowances which they would have drawn but for the award of the fellowship. This benefit of salary protection is, however, subject to the following conditions:
‘The selected awardees shall have put in at least two years’ continuous service in the institution before they apply and the institution shall certify that it will maintain their lien on the post during the period of the fellowship and allow them to return to it after the period of fellowship is over.
2. The Council shall also pay the scholar leave salary contribution and pension contribution or contribution towards CPF and gratuity for the period for which he/she holds the Council’s fellowship as per rules of the parent institution.
3. In addition, the fellowship carries an annual contingency grant of Rs. 12,000/- for meeting approved contingent expenditure connected with the research work, such as field work, use of computer and data processing, cartographic work and other items admissible for the purpose at the affiliating institution.
4. Salary protected Doctoral Fellowship will be awarded for a period of two years only and will not be extended under any circumstances.
5. All other rules of the regular doctoral fellowships shall apply; to this category of fellowships also.
If a selected candidate, who has received a doctoral fellowship from another agency, applies to the ICSSR Fellowship at the end of that fellowship, he/she may be granted a fellowship on merits. But, the duration of such fellowship shall not exceed one year nor shall the total duration of the fellowship received from all sources exceed 4 years.
