Centre for Innovations in Public Systems

At the recommendation of the Thirteenth Finance Commission of India, the Administrative Staff College of India has established a Centre for Innovations in Public Systems (CIPS). The Concept note and guidelines relating to CIPS can be seen at Annexure 12.13 to the Commission Report, which is attached below as a PDF file. This note includes, inter alia, the Mission & Objectives, as well as Functions of CIPS.
 
The College is looking for a Director to lead the work of the Centre:
The Director would, ideally:
  • have the capacity to act as a change agent;
  • have the experience of promoting and adopting innovations and/or have a reputation for being innovative himself/herself;
  • have proven management capabilities;
  • be in the age group of 40-50 years;
  • have a good reputation and known for integrity; and
  • be committed to a long-term association with CIPS.
The candidate could be either from the government, public or private sectors; and if a civil servant, preference will be given to those who have received / have been nominated for the PM’s award for innovation and good practice.
 
The remuneration would be broadly at a level that is on par with the salary package enjoyed by a Professor of IIM, with some flexibility for negotiations by the Director General of ASCI. An adequate allowance/arrangements would be made for transport and housing.
