The Centre for Good Governance (CGG) is an institution established by the Government of Andhra Pradesh (GoAP) in 2001with funding from Department for International Development (DFID) and support from the World Bank. CGG aims to be a world-class institution to guide governance reforms in Andhra Pradesh, India and the developing world, by bringing together knowledge, technology and people. CGG strives to be among the very best in the world in the area of practical reforms to foster growth-oriented and people-centred governance.

We are looking for Consultant, Social Research to provide high-quality support - methodological design, data collection, statistical analysis and interpretation, to the projects and programmes handled by CGG.

SUMMARY OF RESPONSIBILITIES AND TASKS

  • Contribute to developing qualitative/quantitative research proposals including approach, methodology and budget

  • identification and development of quantitative and qualitative indicators, data sources, statistical formulations, database construction, and analytical and decision support tools for different projects of the centre 

  • Contribute to preparing reports, presentations and papers based on the statistical analysis.

  • Participate in and collaborate on all aspects of research development and implementation, from study design, survey questionnaire development, data preparation, analysis (quantitative and qualitative), generation of data models and dissemination of research findings.

  • Guide and train other professionals on presenting, analysing and interpreting statistical indicators. 

  • Preparing and presenting tenders for new research projects by devising research methodology and proposing survey samples 

  • Gathering information by directing and carrying out fieldwork;

  • Broad areas of work might include:

    • urban and public finance
    • education
    • governance
    • public service delivery
    • citizen response to social services
    • population structure and migration
    • healthcare
    • agriculture
    • environment

QUALIFICATIONS AND SKILLS

Education

  • Postgraduate degree in statistics, or economics, or social science or any related discipline with specialisation in applied social research and advanced research techniques.

Work experience

  • At least five years postgraduate research experience in quantitative and qualitative socioeconomic research

  • Extensive experience in designing and executing mid-large sized surveys

COMPETENCIES

Desirable

  • Strong grasp of governance and social development issues

  • Knowledge of application of research tools in measurement of impact of development interventions and problem-solving and policy-making in government.

  • Prior experience in working with government departments and their projects.

Essential

  • Professional technical knowledge/expertise in demography, statistics, and data management

  • Competency in the application of standard statistical methods in social sciences
  • Knowledge of research methodology, M&E standards and models,  Quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis, projections and estimations, interpretation, and statistical inference methods

  • Working knowledge on datasets such as Census, NSSO, Economic Surveys, Municipal and Urban Finances 

  • Knowledge of designing and implementing statistical analysis of complex survey data including descriptive, multivariate, multilevel, and longitudinal data analysis

  • Excellent IT skills and expertise in using the following IT applications

    • MS Office suite, especially MSEXCEL and MSACCESS

    • quantitative analysis packages (e.g. SPSS, STATA)

    • qualitative analysis packages like ATLAS

    • public consultation platforms

  • Highly organized, detail-oriented, and self-motivated

  • Excellent interpersonal skills and an affinity for team-work with people from different cultural and professional backgrounds

  • Flexibility and willingness to work simultaneously on a wide range of tasks and projects and ability to prioritize tasks

  • Willingness to travel based on project and institutional needs

  • Dependable, an excellent team player and capable of working independently

LANGUAGE REQUIREMENTS

  • Good drafting skills and ability to present statistical materials in English

  • Fluent in English (oral and written) and Hindi, Telugu skills desirable

DURATION: Fixed term contract – 1year (subject to renewal based on performance)

STARTING DATE: As early as possible

REMUNERATION: Will be commensurate with experience and qualification.
